E. Miller Williams, Jr. has more than 30 years of advising multinational companies on a national basis regarding international tax, transfer pricing, and tax treaty matters.  As a partner in Taylor English’s corporate department, Miller focuses on various tax matters and has significant experience in transfer pricing  planning, structuring, implementation, documentation, audits, appeals, advance pricing agreements (APAs), and competent authority (CA).

Miller has significant experience in international tax and transfer pricing matters, including consulting on more than 150 APAs, CA issues, mutual agreement procedures (MAP) requests and transfer pricing audits. He works directly with the IRS’s APMA Program to resolve transfer pricing cases and disputes involving a variety of foreign countries, including India, Canada, Germany, the UK, Spain, France, Japan, Korea, Luxembourg, and China. In addition, Miller transfer pricing planning and documentation services to US multinationals and US subsidiaries of foreign multinationals with a view toward future transfer controversy.

Miller advises clients in a wide range of industries, including pharmaceutical, information technology, semiconductors, technology, retail, consumer products, motor vehicles, automotive, heavy equipment, industrial machinery, paper, and pulp, building products, and energy and financial services.

Prior to joining Taylor English, Miller was an attorney in the Atlanta office of an Am Law Global 200 firm. In addition, he spent over 25 years as a Tax Principal in Big 5 accounting firms. He also previously served as a senior attorney in the Office of Associate Chief Counsel (International) and Advance Pricing Agreement Program in Washington, DC and as an officer and attorney in the US Army JAG Corps, where he served as a prosecutor, defense counsel and administrative law attorney.

Miller is a frequent speaker at international tax and transfer pricing seminars and has authored numerous transfer pricing articles.
