Veronica Burroughs is a member of the Corporate and Business Practice Group. Ms. Burroughs handles public finance and economic development incentive matters. She has practiced law for 26 years and initially was groomed as a bond lawyer on Wall Street in the early 1990s. Ms. Burroughs’ experience although centered in public finance has developed into multidisciplinary expertise as necessary for the transactions in which she has participated. She has been City Attorney for the City of Riverdale, GA. As the only lawyer in the organization and while serving as Bond and Finance Director for the Georgia State Road and Tollway Authority, she worked closely with Georgia Department of Law and Department of Transportation lawyers as well as Georgia State Finance and Investment Commission to develop, implement and close transportation financing alternatives. As Associate General Counsel for a major non-profit, she developed a plan for innovative financings with private label notes that leveraged the corporate brand for the first time, new markets tax credits and a land trust fund. Most recently, Ms. Burroughs served as General Counsel handling the legal affairs of Atlanta’s core economic development agencies (Invest Atlanta, Downtown Development Authority, Urban Residential Finance Authority and Urban Redevelopment Agency) as well as 20+ related entities including its community development entity created to compete for and execute Federal awards of new markets tax credits.
In her most recent law practice prior to joining Taylor English, Ms. Burroughs was Counsel at Powell Goldstein LLP (now Bryan Cave LLP). She focused on public finance, raising capital for a variety of projects in various areas, including health care, higher education, economic development, governmental, transportation, tax increment financing for redevelopment, sports facility, housing and energy infrastructure.
Ms. Burroughs’ public finance experience is voluminous, having participated in multiple roles in more than 275 bond financings nationwide, generating more than $12 billion for capital expenditures in a variety of public-purpose and development projects. In addition, Ms. Burroughs handles legal affairs, strategic planning and business development for a family of health, wellness and fitness companies.
