Michael Ruggio is Taylor English’s D.C./Mid Atlantic Market Leader. With more than 40 years of healthcare litigation, regulatory and compliance experience, he is able to represent hospitals, medical centers, durable medical groups, specialty physician practices, laboratories, pharmaceutical companies, and related medical entities across the board.

As a member of the Taylor English Litigation & Dispute Resolution Department, Mr. Ruggio’s unique in-depth experience allows him to provide strategic legal counsel not only in the representation on legal issues but the business implications of legal decisions. His cases have involved many areas of the Federal regulatory environment including the Department of Justice, Federal Trade Commission, Centers for Medicare and Medicaid, Food and Drug Administration, Drug Enforcement Administration and many others.

Having represented and litigated hundreds of cases involving complex healthcare issues including the False Claims Act, Stark, Anti-Kickback, HIPAA, Anti-Trust, reimbursement, product recalls and FDA regulatory matters, Mr. Ruggio can quickly assess the relevant regulatory issues. With this insight he can develop the best course of action for his clients.

As a former Department of Justice prosecutor and Assistant United States Attorney, Mr. Ruggio brings vast insight on the most effective white-collar criminal and civil strategy for clients facing major investigations and prosecutions in this regard.

Mr. Ruggio is also representing clients on cutting-edge developments in telehealth, AI, and blockchain Healthcare technology. These areas are creating a  transformation and disruption in the entire healthcare service community. In this regard, he serves as an Adjunct Professor of Law at the University of Pittsburgh Law School teaching the first  Blockchain Healthcare course at a law school.
