In its April 2017 issue, the Penn State Journal of Law & International Affairs published Harry D Dixon III’s article, “Maintaining Individual Liability in AML and Cybersecurity at New York's Financial institutions.”

Cybersecurity in the financial sector is of paramount importance. Due to significant cyber intrusions affecting some of the world’s biggest banks, in September 2016 New York’s Department of Financial Services (“NYDFS”) proposed regulations requiring banks and insurance companies to establish cybersecurity programs and designate an internal cybersecurity officer.
